The public is invited at this time to comment on and discuss any topic that is relevant to, or within the authority of, the Carson City Redevelopment Authority Citizens Committee, including any matter that is not specifically included on the agenda as an action item.

4. For Possible Action: Approval of Minutes from June 6, 2016.

5. Meeting Items:

5.1 For Possible Action: To approve the expenditure of up to $23,500 for façade improvements to the building located at 206-210 N. Carson Street, within Redevelopment Area No. 1. (Lee Plemel, lplemel@rrmbaojie.com).

Staff Summary: The Redevelopment Authority approved a façade improvement program to assist property owners within the Redevelopment District with improving the exterior appearance of their buildings. The City may match up to 50% of the total cost of the façade improvements. The RACC has approved eight façade improvement applications previously, and $69,454 remains available for the Façade Improvement Program.

5.2 For Possible Action: To make recommendations to the Redevelopment Authority regarding possible amendments to the Redevelopment Façade Improvement Program, Resolution No. 2016-RAR-2 and 2016-R-3, to modify project bidding requirements. (Lee Plemel, lplemel@rrmbaojie.com).

Staff Summary: The current Redevelopment Façade Improvement Program requires that applicants obtain a minimum of three bids for all proposed work. Due to various factors, applicants who have been awarded funds have had difficulty getting three bids. The RACC may recommend alternative methods for complying with the intent of the bid requirements.

5.3 For Possible Action: To provide recommendations to the Redevelopment Authority regarding the use of undesignated Redevelopment funds. (Lee Plemel, lplemel@rrmbaojie.com).

Staff Summary: The Redevelopment Authority Citizens Committee (RACC) has requested this agenda item to discuss the potential use of Redevelopment funds to maintain and improve the Historic District “Blue Line” and to create a revolving loan fund for businesses. There is approximately $340,000 in undesignated funds available through FY 2016-17.

b. Future agenda items for the next RACC meeting.

c. RACC member reports and comments.

7. Public Comment**: The public is invited at this time to comment on and discuss any topic that is relevant to, or within the authority of the Redevelopment Authority Citizens Committee, including any matter that is not specifically included on the agenda as an action item.

8. For Possible Action: Adjournment.

** PUBLIC COMMENT: The Redevelopment Authority Citizens Committee will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment. In addition, it is Carson City’s aspirational goal to also provide for item-specific public comment as follows: In order for members of the public to participate in the public body’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Chair during the item itself. No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken. Comments may be limited to three minutes per person or topic at the discretion of the Chair in order to facilitate the meeting.

The Chair may take items on the agenda out of order, combine two or more agenda items for consideration and/or remove an item from the agenda or delay discussion relating to an item on the agenda at any time.
