The public is invited at this time to comment on and discuss any topic that is relevant to, or within the authority of, the Carson City Redevelopment Authority Citizens Committee, including any matter that is not specifically included on the agenda as an action item.

5. Agenda Items 

5.1 Update regarding the approved Downtown Carson Street Urban Design Project schedule and discussion only regarding the RACC’s role as a project design oversight committee. (Lee Plemel)

Staff Summary: On February 5, 2015, the Board of Supervisors approved Contract #1415-112 with Lumos & Associates to provide professional service for street architecture, roadway design, utility design, and landscape design services for the Downtown Carson Street Urban Design Project. The RACC and RTC (Regional Transportation Commission) have been identified by the Board as “oversight” committees. The purpose of this item is to help define that role for RACC and provide an update on the project design. It is anticipated that design work would begin in spring 2015 and construction would occur in 2016. 

5.2 For Possible Action: To change the RACC regular meeting schedule from once a month to meeting at least quarterly, provided that Redevelopment staff, the chair, or majority of the committee may call special meetings in any month, as necessary to address RACC business matters. (Lee Plemel)

Staff Summary: The RACC is scheduled to meet monthly. However, RACC’s duties are limited to certain aspects of Redevelopment and there are often no action items for an agenda and meetings are often cancelled. Staff is proposing to establish a quarterly meeting schedule that would coincide with annual action items—e.g. Special Event funding review—with the ability to have meetings in any month if there is business for RACC to conduct.

7. Public Comments**: The public is invited at this time to comment on and discuss any topic that is relevant to, or within the authority of the RACC, including any matter that is not specifically included on the agenda as an action item.

8. For Possible Action: For adjournment

** PUBLIC COMMENT: The Redevelopment Authority Citizens Committee will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment. In addition, it is Carson City’s aspirational goal to also provide for item-specific public comment as follows: In order for members of the public to participate in the public body’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Chair during the item itself. No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken. Comments may be limited to three minutes per person or topic at the discretion of the Chair in order to facilitate the meeting
